Historical Note
The program, serving the cities of Chesapeake, Norfolk, Portsmouth, and Virginia Beach. Established in September, 1971, the center is a research and program planning and development component of the college. The Center's pilot city program is one of eight throughout the nation funded by the Law Enforcement Assistance Administration of the US Department of Justice. The basic purpose of each pilot city project is to assist local jurisdictions in the design and establishment of various programs, often highly innovative and experimental in nature, which will contribute over a period of years to the development of a model criminal justice system.
